DB lib update, resend as new transaction

• Updated the PostgreSQL driver from 42.2.18 to 42.2.20
• Updated HSQLDB driver to 1.6.0
• The "Resend as new transaction" option in the transaction overview just did nothing
• Removed all cockroach DB references and options
